Prof. Goodspeed publishes paper on public policy for natural disasters

Natural disasters have devastating effects on communities.  In the aftermath of Hurricane Sandy, Professor Goodspeed's new paper, “Decentralization and Natural Disasters,” (forthcoming in The Handbook of Federalism II, edited by Giorgio Brosio and Ehtisham Ahmad, published by Edward Elgar Press), surveys recent research on decentralization and natural disasters and discusses what we know about whether public policies to confront natural disasters should be centralized or decentralized.
